I WANT TO GIVE AN OVERVIEW TO HELP MAYBE GIVE A BETTER UNDERSTANDING OF HOW THE DIFFERENT FUNDS WORK.
OF COURSE, OUR LARGEST FUND IS THE GENERAL FUND, AND SO I'LL WANT TO SPEND MORE TIME PROBABLY SPEAKING ABOUT THE GENERAL FUND AND THE LARGEST REVENUE STREAM FOR THE GENERAL FUND WHICH IS PROPERTY TAXES.
HERE, THIS IS THE PRELIMINARY SCHEDULE THAT I'VE SET OUT A COUPLE OF TIMES THROUGH THIS BUDGET PROCESS.
WE BUDGET OVERVIEW TONIGHT ON JULY 30TH, WE'VE GOT A PRELIMINARY MEETING TO DISCUSS THE FIRST BUDGET WORKSHOP ON AUGUST 6TH, IF IT'S NECESSARY, WE'LL HAVE A SECOND BUDGET WORKSHOP IN THAT SAME MEETING, WE'LL VOTE ON THE PROPOSED TAX RATE.
THEN SEPTEMBER 17TH, WE'LL HAVE THE PUBLIC HEARING AND THE FINAL ACTION ON THE TAX RATING BUDGET.
WE'LL TALK A LITTLE BIT MORE ABOUT THAT AT THE END OF THE MEETING, BUT THIS WAS JUST AN OVERVIEW OF WHAT IT IS NOW.
AS FAR AS THE FUND STRUCTURE, THERE'S TWO MAIN TYPES OF FUNDS FOR THE CITY.
WE HAVE GOVERNMENTAL FUNDS AND WE HAVE PROPRIETARY FUNDS.
THE NEXT THREE SLIDES IN YOUR PACKAGE GIVE A DESCRIPTION OF EACH OF THESE SO I'M GOING TO LEAVE THE SCREEN UP AND I'M GOING TO TALK ABOUT THOSE.
THE GENERAL FUND IS PRETTY MUCH THE CATCH OFF FOR THE CITY.
THERE'S GOING TO BE WHERE IT INCLUDES ALL FINANCIAL TRANSACTIONS THAT ARE NOT PROPERLY INCLUDED IN OTHER FUNDS.
IT'S GOING TO THE REVENUE STREAM FOR IT, IT'S GOING TO BE PROPERTY TAXES, SALES TAXES, FRANCHISE FEES, LICENSE AND PERMITS, FINES AND FORFEITURES AND CHARGES FOR SERVICES.
EXPENDITURES IS GOING TO INCLUDE GENERAL GOVERNMENT, POLICE, FIRE DEPARTMENTS, PUBLIC WORKS, BUILDING AND CODE ENFORCEMENT, AND THIS CITY PROPERTY.
SPECIAL REVENUE FUNDS, THEY ACCOUNT FOR RESOURCES RESTRICTED TO OR DESIGNATED FOR SPECIFIC PURPOSES.
UNDER THE SPECIAL REVENUE FUNDS WHILE THE LAW ENFORCEMENT FUND, THAT'S GOING TO BE THOSE FUNDS THAT THEY ARE TIED UP BEFORE FROM SEIZURES.
THEY HAVE THEY'RE RESTRICTED ON WHAT THEY CAN BE USED FOR.
THEY'RE GOING TO BE TRACK SEPARATE THAT WAY, THEY DON'T GET INTERMINGLED IN WITH OTHER FUNDS.
THE EQUIPMENT REPLACEMENT FUND IS GOING TO BE THE MAIN REVENUE STREAM FOR THAT IS GOING TO BE TRANSFERS FROM THE GENERAL FUND AND THE WATER FUND AND THEN ALSO WHEREVER WE SELL A VEHICLE OR EQUIPMENT, THAT REVENUE IS GOING TO GO INTO THAT FUND AS WELL.
THIS IS WHERE WE'RE GOING TO PURCHASE REPLACEMENT VEHICLES EQUIPMENT.
THIS ISN'T GOING TO BE NEW EQUIPMENT WHERE WE'RE ADDING AN ADDITIONAL CAR TO THE POLICE DEPARTMENT.
THIS IS GOING TO BE REPLACING VEHICLES THAT WE CURRENTLY HAVE WHEN THEIR TIME IS UP.
CORE SECURITY AND CORE TECHNOLOGY FUNDS.
THOSE ARE A PORTION OF THE CITATIONS THAT POLICE OFFICERS DRIVING THERE BY CITATIONS.
SOMEBODY COMES IN AND PAYS IT.
THAT CERTAIN PORTION OF THAT TICKET GOES INTO SECURITY TECHNOLOGY.
I CAN ONLY BE USED ON EXACTLY THAT TECHNOLOGY AND SECURITY FOR THE BUILDING.
CHILD SAFETY FUND, THAT'S GOING TO BE SOMETHING THAT'S COLLECTED BY THE COUNTY.
THEY ISSUE IT TO US ON A COURTROOM BASIS.
IT'S RESTRICTED TO EXPENSES THAT ARE RELATED TO THE SCHOOL SYSTEM,

SCHOOL RESOURCE OFFICERS, SPEED TRAILERS, PAMPHLETS FOR THE YOUTH AND STUFF LIKE THAT SO IT'S RESTRICTED ALL WE CAN USE.POLICE DONATIONS, FIRE DONATIONS.
THAT'S WHEN THE INDIVIDUAL COMES IN AND MAKES A DONATION, AND THEY SPECIFY FOR EITHER FIRE POLICE, WE WILL TRACK THOSE SEPARATE.
TECHNOLOGY REPLACEMENT IS GOING TO BE THE SAME AS THE EQUIPMENT REPLACEMENT.
IT'S GOING TO GIVE CLEANING SOURCES FROM THE GENERAL FUND AND FROM THE WATER FUND AND THAT'S GOING TO BE FOR COMPUTERS, SERVERS, THOSE TYPES OF ITEMS, NOT NEW ONES, BUT THIS IS GOING TO BE REPLACING ONES THAT WE ALREADY HAVE.
PARKS DEPARTMENT, THIS IS GOING TO BE MADE UP OF A TRANSFER FROM THE GENERAL FUND FOR SPECIAL EVENTS, BUT THEN PARKS DO FUNDRAISERS AND THEY GET DONATIONS.
IT'S GOING TO INCLUDE THAT AND THE EXPENSES HAD TO BE TIED TO THE PARKS.
GOING ON WITH THE DEBT SERVICE FUNDS.
THIS IS GOING TO BE THE I&S PORTION OF THE TAX RATE, AND THIS IS GOING TO PAY FOR PRINCIPAL AND INTEREST ON TAX SUPPORTED BONDS.
ANY BONDS THAT WE HAVE TO MAKE DEBT PAYMENTS ON, THIS IS WHAT'S GOING TO PAY THOSE.
THE CAPITAL PROJECTS FUNDS, WITH THE STREET CONSTRUCTION, FACILITIES IMPROVEMENT AND THE DRAINAGE IMPROVEMENT FUND.
RIGHT NOW, THE REVENUE STRENGTH FOR THOSE IS TRANSFERS FROM THE GENERAL FUND.
LAST YEAR, WE PASSED ORDINANCE TO START COLLECTING ONE MORE CENT ON THE SALES TAX.
THOSE REVENUES ARE GOING TO BE GOING INTO THE STREET CONSTRUCTION FUND.
THAT'S GOING TO HELP FUND THAT. OTHER SIDE OF THE PROPRIETARY FUNDS, YOU HAVE THE WATER WASTEWATER AND SALT WASTE.
WATER WASTEWATER. THOSE FUNDS ARE COME FROM FEES THAT WE CHARGE CUSTOMERS FOR WATER SERVICES OR SEWER SERVICES.
THE UTILITY IMPACT FEE IS A CHARGE THAT WE HAVE ANYTIME THE NEW PERMITS ISSUED.
IT'S CHARGES I BELIEVE IT'S $2,000 FOR EVERY PERMIT THAT WE ISSUE, IT GOES INTO THE UTILITY IMPACT FEE AND THOSE FEES CAN ONLY BE USED FOR THE IMPACT THAT HOUSE HAS.
IF WE ISSUE A WHOLE UP, NEW SUBDIVISION COMES IN AND WE HAVE TO SUPPLY NEW WATER TOWER OR SOMETHING BECAUSE OF THE IMPACT OF THESE NEW HOMES, THAT'S SOMETHING THAT THOSE FUNDS CAN BE USED FOR.
UTILITY CONSTRUCTION INITIALLY, THAT WAS FOR A PUMP STATION.
WE ISSUED A BOND FOR THAT SO ANY TYPE OF EXPENSE THAT WAS GOING TO BE RELATED TO THE WATER FUND ON CAPITAL EXPENSE, CFP PLAN, IT'S GOING TO BE UTILITY CONSTRUCTION.
THEN THE REVENUE BOND WE ISSUED DEBT FOR THE PUMP STATION AND WE PAY THAT BACK THROUGH THE REVENUE BOND, WHICH COMES FROM THE WATER WASTE WATER FUND.
THAT'S FEES THAT WE CHARGE CUSTOMERS, AND THEN WE TURN AROUND AND WE PAY REPUBLIC.
THESE ARE NEXT THREE PAGES, ARE JUST THE DESCRIPTIONS ARE AT A GROOVE.
AS FAR AS LOOKING AT EMPLOYEES OF THE CITY ADMINISTRATION, CURRENTLY WE HAVE NINE POSITIONS THAT ARE BUDGETED THAT YOU CAN SEE IN 21/22, IT WENT FROM 7-8.
THAT'S WHERE WE HAD THE CITY ATTORNEY.
THE CITY ATTORNEYS AT NEW POSITION OUTSIDE BEFORE, AND WE MOVED TO A HOUSE ATTORNEY SO THAT'S WHERE THAT POSITION CAME FROM.
IN FISCAL YEAR 23/24, EARLIER THIS YEAR, WE DID A BUDGET AMENDMENT TO ADD ADMINISTRATIVE ASSISTANT.
WE ADD ONE TO THE ADMINISTRATION DEPARTMENT AND FOR PUBLIC WORKS DEPARTMENT THE PUBLIC WORKS. YOU SEE THAT? OVER THE LAST FIVE YEARS, THERE'S BEEN NO CHANGES AS FAR AS NUMBER OF DEPLOYS OF THE POLICE DEPARTMENT.
THERE HAD BEEN A COUPLE OF REWARDS THAT THEY DID.
WE HAD A CAPTAIN THAT LEFT, AND WHEN THE CAPTAIN LEFT, WE REPLACED THAT WITH TWO SERGEANTS.
WE MOVED ONE OF POLICE OFFICERS INTO A SERGEANT ROLE AND WE HAD TWO SERGEANTS, AND WE GAVE SOME OF THE DUTIES TO THE RECORDS MANAGER, SO WE MADE THAT OR THE SUPPORT SERVICES MANAGER.
THE TOTAL NUMBER OF EMPLOYEES HASN'T CHANGED IN THE LAST FIVE YEARS.
OVER IN THE FIRE DEPARTMENT IN 19/20, IN 20/21, YOU CAN SEE THERE WAS A CHANGE OF EMPLOYEES.
PREVIOUSLY, THAT THEY HAVE THREE INDIVIDUALS WORKING EACH SHIFT IN 19/20, THE THIRD SHIFT FOR THE NIGHT SHIFT, THEY HAD TWO PAID FIREFIGHTERS, AND THEN THEY HAD A VOLUNTEER IN 20/21, WE GOT RID OF THE VOLUNTEER AND PLACED THAT ON THE PAY FIREFIGHTER.
PUBLIC WORKS, I MENTION A WHILE AGO, TOOL POSITIONS FULLY CHANGED THIS YEAR WHERE WE HAD THE ADMINISTRATIVE ASSISTANT YEARS PAST, ONLY CHANGE HAD BEEN MADE JUST A MINORITY AWARDS THERE.

WE'RE LOOKING AT THE GENERAL FUND REVENUE.SEVENTY SEVEN PERCENT OF THE REVENUE STREAM COMES FROM PROPERTY TAXES.
THIS'S FOLLOWED UP BY 6% FROM SALES TAX, 5% FROM INTEREST AND 5% FROM FRANCHISE FEES.
IT IS A DIFFERENT FROM WHAT IT'S BEEN IN YEARS PAST.
INTEREST HAD TYPICALLY BEEN ONE OF THE LOWER NUMBERS, AND INTEREST RATES HAVE GONE UP AND WE WENT FROM LESS THAN 1% INTEREST RATES TO UP OVER 5% INTEREST RATES FOR SOME OF OUR INVESTMENTS.
WE'RE REALLY STARTING TO GET A GOOD RETURN OF THOSE INVESTMENTS, SO WE SEE IT AND THAT MAKES UP 5% OF OUR REVENUE.
AS FAR AS THE PROPERTY TAXES SO THE TOTAL TAX RATE IS MADE UP OF TWO PARTS.
THE M&O IS WHAT FUNDS THE GENERAL FUND, IS WHAT MAKES UP A 77% AND I&S IS WHAT'S USED TO MAKE THOSE DEBT PAYMENTS.
THIS SHOWS A GRAPH OF THE TOTAL TAX RATE, THE M&O PORTION VERSUS THE I&S PORTION.
YOU CAN SEE IN THE BARS THERE, THE GREAT PORTION REPRESENTS THE I&S RATE AND THAT RATE HAS CONTINUED TO DECREASE EACH YEAR AND THAT'S GOING TO CONTINUE TO HAPPEN AS LONG AS RAISE VALUES CONTINUE TO GO UP AS LONG AS WE ISSUE.
THIS NEXT ONE. AS FAR AS TAX SUPPORTED BONDS, WE HAVE TWO WE HAVE THE 2015 CO BOND AND THE 2019 REFUNDED BOND.
YOU CAN SEE THAT THIS NEXT FISCAL YEAR, BUDGET THAT WE'RE WORKING ON, WILL BE THE LAST YEAR THAT WE HAVE ANY DEBT PAYMENTS FOR THAT 2015 CO BOND WILL BE COMING OFF THE BOOKS, THE 2019 REFUNDED BOND, WILL COME OFF OUR BOOKS IN 2028.
THAT'S GOING TO AFFECT US BECAUSE THAT'S GOING TO LOWER THE I&S RATE EVEN MORE SO RATE'S GOING TO CONSUME THE MAJORITY OF THE TOTAL TAX RATE.

THE AVERAGE SINGLE FAMILY HOME IN 23/24 WAS JUST A LITTLE OVER A MILLION DOLLARS.
BASED ON THE TAX RATE, THAT'S ABOUT $3,400, THE AVERAGE HOME OWNER PAID PROPERTY TAXES THAT WENT TO THE CITY.
YOU SEE THAT THE LARGEST PORTION OF THAT MONEY WENT TO TRANSFERS AND TRANSFERS THAT'S GOING TO CONSIST OF MONEY THAT WE SENT OVER TO THE STREET CONSTRUCTION FUND, TO THE FACILITIES IMPROVEMENT FUND, DRAINAGE, EQUIPMENT REPLACEMENT AND THE TECHNOLOGY REPLACEMENT.
GENERAL GOVERNMENT IS ABOUT $700 AND THAT'S GOING TO BE PERSONNEL ADMINISTRATIVE DEPARTMENT, TAX COLLECTION, LEGAL, MUNICIPAL COURT, IT, AUDIT, INSURANCE, THOSE TYPES OF ITEMS. PUBLIC SERVICES, YOU SEE IS ABOUT $770, FIRE IS ABOUT $500.
THEN WE HAVE A LITTLE BIT THERE IN PUBLIC WORKS AND CITY PROPERTY DEBT SERVICE.
BACK IN APRIL, THE [INAUDIBLE] DISTRICT GAVE US THE CERTIFIED ESTIMATES.

THE DISTRICT DID SUPPLY YOU THAT WATER.
