THIS IS A WORK SESSION TO DISCUSS THE LAND USE ASSUMPTIONS OR LAND USE, ZONING, POPULATION, DENSITY, SURFACE AREAS, GROWTH PATTERNS, AND BUILD OUT AND RELATED MATTERS RELATED TO LAWFUL IMPACT FEES.

THIS IS PROBABLY GOING TO BE A SHORT MEETING HERE TODAY, I'M GUESSING, BECAUSE THIS IS MORE OF AN ORGANIZATION MEETING, I THINK, FOR THE FIRST TIME HERE.

THE ONE THING THAT I WILL BRING UP HERE IS THAT I ACTUALLY PRINTED IT OFF OUR REPORT FROM AUGUST OF 2016.

BUT I GUESS THAT ONE OF THE QUESTIONS I HAD IS THAT, WE MADE SOME PROJECTIONS BACK IN 2016.

BACK IN THE WATER DISTRIBUTION SYSTEM MASTER PLAN OF 2016, WE DID A POPULATION PROJECTION IN 2021.

WE PROJECTED TO ABOUT 5,900 PEOPLE.

IN OUR LATEST AUGUST 10TH TO COUNCIL, WE DID A METER COW AND RELAY THAT TO PEOPLE AND WE'RE RIGHT AT JUST UNDER 5,900.

WE'RE PRETTY CLOSE WITH THE MAGIC BALL.

I JUST WANTED TO GO OVER AND LOOK THE SUMMARY OF THE IMPACT FEE, SO IN HISTORY OF WATER.

BACK IN 2008, WE DID A WATER BASED DISTRIBUTION MASTER PLAN, THAT SET THINGS THAT WE NEED TO DO, AND THEIR HAVE PROJECTIONS OF A MAN.

WE CAME BACK IN 2016, AND WE UPDATED THAT, WHAT DISTRIBUTION REPORT, AGAIN THE PROJECTIONS AND SOME PROJECTS.

AT THAT TIME, WE DID A WATER IMPACT FEE ANALYSIS REPORT.

THE IMPACT FEE LAW AS IT STANDS TODAY, IS A 10 YEAR WINDOW, BUT YOU HAVE TO UPDATE IT EVERY FIVE YEARS.

WE'RE AT THAT FIVE YEAR POINT AND THAT WE NEED TO GO BACK AND LOOK AT IT.

AS WE GO BACK AND WE SAY, ARE THE IMPACT FEE IS WE HAVE TO ADOPT THE LAND USE PLAN, CAPITAL IMPROVEMENT PROGRAMS PLAN, AND THEN ESTABLISH THE FEE.

THE JOB OF THE ADVISORY COMMITTEE IS TO GIVE GUIDANCE AND ACCEPTANCE TO WHAT WE'RE GOING TO DO WITH LAND USE, THE CIP PROGRAM, AND IN THE PROCESS IN WHICH WE DO THE IMPACT FEE.

YOU GUYS DON'T HAVE ANY RESPONSIBILITY TO SET THE FEE OR EVEN TALK ABOUT THE FEE,

WHICH IS THE PROCESS.

ONCE WE GET TO THAT POINT, THEN YOU WOULD WRITE A LETTER OF THE COUNCIL, TELLING THEM, YOU ALL THE ASSUMPTIONS THAT WERE MADE IN THE WAY WE'RE DOING THIS, THUMBS UP AND MOVE FORWARD TO THE ALL THEIR PUBLIC HEARINGS TO ESTABLISH THE FEE.

WHEN WE GO THROUGH THIS ANALYSIS, IT IS SCARY LOOK THAN I THOUGHT, AS THE LAND USE PLAN IN PARKER CHANGED FROM 2016.

WE WILL SIT HERE AND SAY, NO MAJOR CHANGE HAS OCCURRED, SO WE WOULD RECOMMEND TO THE ADVISOR COMMITTEE THAT WE ACCEPT THE LAND USE PLAN THAT WAS USED IN 2016 PLAN AND MOVE FORWARD.

WE TALKED ABOUT, SOME SOUTH FORK, WHAT'S GOING TO HAPPEN.

WE DON'T KNOW WHAT'S GOING TO HAPPEN.

WE WOULD TAKE IT FOR WHAT IT IS TODAY.

IN THE EVENT THAT MAKE IT TRACKS OF LAND DEVELOP IN THE CITY RESIDES, WE WANT TO HAVE HIGH DENSITY, 10 STORY APARTMENT COMPLEXES, WHATEVER.

THAT WOULD SAY, YOU NEED TO GO BACK AND LOOK AT YOUR IMPACT FEE AGAIN.

BUT IF WE'RE NOT MAKING CHANGES OR DENSITIES OR ANYTHING LIKE THAT WHEN YOU HAVE TO THE MOVE OF FORWARD PLAN.

THE SECOND PART OF THIS IS, WHAT IS THE CIP PROGRAM? WE'RE GOING TO GO BACK THROUGH UPDATE THE HYDRAULIC MODELS THAT WE HAVE.

THERE SOME PROJECTS THAT WERE COMPLETED THAT WILL LEND ITSELF TO WHAT THAT CIP WILL LOOK LIKE.

IN THIS NEXT 10 YEAR PERIOD, THE SECOND ELEVATED STORAGE TANKS WILL GO INTO THE CIP.

WE'LL LOOK AT THE LIVES AND MADE SURE THAT WE CAN FEED THAT AND THE SYSTEM WORKS.

WE HAVE A CONVERSATION THAT WAS CONSTRUCTED, AND THAT'S ALREADY IN THE IMPACT FEE.

THE CITY IS STILL WORKING NEGOTIATING WITH THE WATER DISTRICT IS DIVIDED BY SUPPLY WHERE WE CAN ACTUALLY TURN IT ON, SO THAT PROJECTS STILL STAYS IN.

WE CAN COLLECT THE MONEY ON IT AND WE WILL CONTINUE TO COLLECT THE MONEY IF THE COUNCIL ADOPTS SOME IMPACT FEE.

WE'LL CREATE A NEW CIP, AND THEN, THAT'S SOMETHING THAT YOU ALL WILL LOOK AT AND SAY THUMBS UP OR THUMBS DOWN AND WE'LL REVISE THAT.

THEN WE GET INTO RUNNING A 2023 HYDRAULIC MODEL OF 2033 MODEL AND BUILD-OUT, REPAIR AND BUILD OUT TO THE TWO OTHER MODELS IN THAT 10 YEAR PERIOD.

WE FIGURE OUT UTILIZED CAPACITY.

HOW MUCH IS THAT WATER IINE? HOW MUCH IS THE ELEVATED TANK IS BEING CONSUMED BY THE EXISTING PEOPLE? WE DO OUR POPULATION PROJECTIONS, WE KNOW WHAT THE POPULATION ABSORPTION WILL BE IN THAT 10 YEAR PERIOD, AND THAT'S WHAT WE CALCULATE THE FEE.

WE HAVE THIS BIG NUMBER DIVIDE BY THE NEW PEOPLE COMING IN.

WE WILL SET A MAXIMUM B, WHICH WE WILL THEN DIVIDE BY 50% TO BE IN ACCORDANCE WITH THE LAW, BUT NOT GETTING INTO, BUT TO OTHER FINANCIAL ISSUES YOU'VE CALCULATED.

THEN COUNSEL CAN SET A FEE FROM ZERO UP TO THAT MAXIMUM AMOUNT, WHATEVER THEY SEE FIT.

THE B WILL BE GOOD FOR FIVE YEARS AND FIVE YEARS FROM NOW YOU GO THROUGH THE PROCESS AGAIN.

IF WE LOOK AT, YOU HAVE THE OPPORTUNITY TO SAY, ARE THERE ANY MAJOR CHANGES AND IF NOT, YOU CAN GO THROUGH PUBLIC CARE IN PROCESS AND EXTEND THAT CURRENT FEE.

WE KNOW TODAY WE'VE GOT TO GET THAT ELEVATED TANK IN THE NEXT 10 YEAR PERIOD.

I STARTED TO COLLECT SOME MONEY ON IT FOR PEOPLE THAT WOULD COME IN.

THAT'S THE PROCESS, THEN WE WILL GO THROUGH TODAY, WE WOULD LOOK FOR SOME CONCURRENCE THAT WE DON'T WANT TO DO ANYTHING DIFFERENT WITH LAND USE PLAN.

THAT WAS A DESIRE, THEN THE CITY WOULDN'T HAVE TO GO HIRE A LAND PLANNER AND THEY WOULD GO THROUGH IT AND WILL BE HERE NEXT YEAR THIS TIME ADOPTING THAT.

BASED ON MY EXPERIENCE WITH LAND USE PLANS, I'LL OPEN UP TO ANY QUESTIONS THAT ANY OF YOU ALL MAY HAVE.

AS YOU WERE WONDERING HOW CLOSE WERE WE ON THE PROJECTIONS WERE PRETTY CLOSE, WHICH IS SCARY THAT WE CAME TO THAT CLOSE.

WE'VE DONE SOME WATER DEMAND STUDIES, AND THAT WILL BE DISCUSSION THAT WE'LL HAVE WITH STAFF AS WE LOAD THE MODEL LAB.

WE DID THIS BACK IN 2008, WE DID IT AGAIN IN 2015 LOOKING AT HOW PEOPLE USE WATER.

THERE WAS A DECREASE IN WATER IN 2016 AS COMPARED TO 2008.

WHAT WE SEE TODAY, THAT PER CAPITA DEMAND IS BACK UP.

WE'RE GOING TO HAVE TO USE THE HIGHER NUMBER IS PROBABLY THE CORRECT NUMBER.

DID YOU RUN THE MODEL AND SEE EVERYTHING SIZES OUT, HOW THE CAPACITY IS BEING UTILIZED WITH THAT HIGHER USAGE PER CAPITA BASIS.

I THINK IN THE PREVIOUS REPORT, WE WERE AT AROUND 575 GALLONS PER CAPITA PER DAY.

THE MAX DAY, WHICH OCCURS ON THE HOTTEST DAY IN THE SUMMER, JULY, AND AUGUST, FOR 2023, THE HOTTEST DAY.
