WE'VE GOT 15 PEOPLE WHO'VE BOUGHT HOUSES FROM US AND THEIR MILLION DOLLAR HOUSES, SO WE'RE GOING TO BE ADDING A LOT TO YOUR TAX BASE AND HOPEFULLY IMPROVING THE QUALITY OF LIFE FOR EVERYBODY HERE IN THE PROPERTY VALUES.

OK, SO I GUESS FROM THE CITY'S PERSPECTIVE, THIS IS READY TO GO.

WELL, LET'S NOT ASSUME.

THERE'S STILL SOME ITEMS THAT NEED TO BE FIXED IN KING'S CROSSING THREE.

JOHN AND I WALKED THIS THING, WHAT, THREE TIMES NOW BEFORE.

THREE TIMES, THREE TIMES.

OUR FIRST WALK WAS IN MARCH OF 18 TO 2021.

SO WE DON'T GET TO MARCH 18TH AND SAY IT'S BEEN A WHOLE YEAR THAT [INAUDIBLE] WORKING ON IT. SO, YOU KNOW, EACH TIME YOU KNOW, IT'S TAKEN QUITE A LONG TIME, YOU KNOW, THE DEVELOPERS HAD DIFFICULTY GETTING THESE CONTRACTORS BACK OUT THERE.

THERE'S THIS THIRD VISIT THAT WE MADE ON MARCH 3RD.

THERE WERE 10 ITEMS ON THE LIST, PROBABLY A FEW, THEY WERE MAINTENANCE TYPE ITEMS. I THINK, YOU KNOW, AS I'VE SAID, IT'S PROBABLY THE BEST IT IS LOOKED AT IN THE LAST YEAR.

DRAINAGE AND TAKING CARE OF IT ALONG THE ROADWAYS.

THERE'S SOME WORK THAT NEEDS TO BE DONE AS THE CHANNELS, YOU KNOW, FLOW INTO TO LUCAS, THERE'S SOME SOME SILT BUILDUP REGRADING NEEDS TO BE DONE OR A PILOT CHANNEL CONSTRUCTED TO SOLVE THAT. YOU KNOW, THERE'S A PILOT CHANNEL, AND WHEN THE CONTRACTOR CAME BACK IN AND AND TRIED TO BACKFILL, HE THREW LOOSE FILL IN THERE AND IT HAS WASHED AWAY AND SOMETIMES STABILIZED MATERIAL NEEDS BE PUT ALONG THAT BACK CHANNEL AND PROBABLY ABOUT A

HUNDRED FEET OR SO 200 FEET TO STABILIZE MATERIAL THAT NEEDS TO GO IN.

WE HAVE A, IT WAS A TURN IN THE BACK CHANNEL BEHIND ALL THE LOTS AT 90 DEGREES AND IN THEORY THAT THE CONTRACT BUT THE GRIP WRAP ON THE WRONG SIDE IS THAT OF WHERE THE WATER IS HITTING AND THEY CAME BACK AND BIT ABOUT A FOURTH OF A WALL UP.

AND YOU KNOW, IT NEEDS TO BE EXTENDED OR THE EARTH BEHIND IT STABILIZED BECAUSE THAT'S NOW FAILING. LET'S SEE.

THAT IS STICKING OUT AND THAT CURVE IS 30 40 FEET LONG.

I MEAN, IT'S NOT A HUGE DEAL.

AND THERE'S A PIECE OF RIP WRAP THAT, YOU KNOW, THE STEEL WAS COMING OUT AND IT'S JUST REALLY POOR WORKMANSHIP, EVEN ON THE FINISH OF THE CONCRETE.

AND THAT'S PROBABLY, YOU KNOW, A SOMEWHAT BIGGER DEAL TO TAKE THAT OUT AND REPORT IT, BUT NOT IN MY MIND, A MAJOR THING THAT SLOWED THIS THING DOWN EVEN FURTHER.

OK, SO I CAN HEAR YOU SAY SOMETHING ABOUT BRINGING OUT CONCRETE YOU.

YEAH, THERE IS A PIECE OF, YOU KNOW, IN AN OUTFALL OF SOME CULVERTS THERE, SOME RIP WRAP THAT RIP WRAP, PROBABLY ABOUT TWENTY FIVE FEET LONG ON ONE SIDE IS JUST, YOU KNOW, THERE'S SOME STEEL THAT I THINK PROBABLY TOO WET OF A MIX AND THE REBAR FLOATED UP.

I THINK THEY'VE TRIED TO CUT THAT LITTLE PIECE OUT, BUT AN INDICATION THAT IS ONE PLACE AND LOOKING AT THAT WHOLE PIECE OF RIP WRAP, EVEN THE FINISH ON EVERY [INAUDIBLE] IS A SORE THUMB COMPARED TO ALL THE OTHER CONCRETE WORK, BUT THAT LOOKS GOOD, OK? AGAIN, YOU KNOW, THERE'S AT TWENTY FIVE FEET OF REPLACEMENT, YOU KNOW, THEY COMMIT TO DO IT OR, YOU KNOW, DOING SOME STABILIZE BACKFILL AND DOING SOME OF THESE THINGS.

I THINK TO BE ABLE TO GET DONE PRETTY QUICK.

OKAY. SO I GUESS I GUESS WHENEVER WE HAVE CONCRETE, IS THERE THAT NEEDS TO BE RIPPED OUT AND REPLACED? THAT ALWAYS WORRIES ME A LITTLE BIT BECAUSE THAT SEEMS TO BE KIND OF A FIELD JOB SOMETIMES, AND I DON'T WANT TO GO.

YOU KNOW, THERE'S JUST MORE THAN THAT.

WE KNOW IT'S FORMED WITH REBAR IN IT.

JUST POURED CONCRETE. OK, WELL, THAT'S BECAUSE WE CALL IT RIP WRAP, IT IS POURED CONCRETE OR CONCRETE. YEAH, IT'S NOT ROCK.

YOU KNOW, WE HAD SOME PAVEMENT SLABS THAT HAD CRACKED AND YOU KNOW, THEY'VE TAKEN CARE OF ALL THAT. AND AGAIN, IF YOU GOT OFF THE ROADWAY.

SO THIS IS KIND OF THE BIGGEST RELEASE FROM ANY ISSUES ON THE LIST.

YOU KNOW, ON THE 10 ITEMS, YOU KNOW, THE CO JOINT OUGHT TO BE EASY.

SOME PILES THEY'LL BE ABLE TO HAUL OFF.

I THINK NUMBER THREE, THEY HAVE GRADED, GOT THAT [INAUDIBLE] OR THE MAT DOWN, GET THAT VEGETATED. IT'S THAT NUMBER FOUR IS THE POOR WORKMANSHIP FROM THE CONTRACTOR AND [INAUDIBLE] CHANNEL IS HOLDING A LITTLE BIT OF WATER.

THEY NEED TO ADJUST THE FLOW LINE WHERE IT HITS SOME CONCRETE.

AGAIN, I THINK THIS CONTRACTOR HAD A COMPACT ANYTHING AND GOES IN LOOSE AND WASHES AWAY.

THERE'S SOME GREAT GRADING AGAIN GOING BACK AND LUCAS AND SOME OF THIS, YOU KNOW, THAT BUILD UP AND, YOU KNOW, PART OF THE RESPONSIBILITY OF THAT CONTRACTOR WAS TO GO IN AFTER THE STORM EVENTS AND CLEAN IT UP AND GET IT RIGHT.

AND YOU KNOW, SOME OF THESE EVENTS OCCURRED AND [INAUDIBLE] AND NOBODY SHOWS UP TO DO ANYTHING AND THEN AGITATES AND MOSS FROZE OVER IT.

AND THEN YOU HAVE SOME OF THIS AND THAT STRETCHES, YOU KNOW, PROBABLY 75 FEET.

YOU KNOW, IT'S ON THE BACK SIDE OF EVERYTHING.

YOU KNOW, THAT 90 DEGREE TURN, I GUESS, NUMBER FOUR AND EIGHT ARE PROBABLY THE CONCRETE WORK THAT NEEDS TO BE DONE.

YOU KNOW, THE PILOT CHANNELS WITH BEING UNDERCUT, YOU KNOW, WHETHER THAT'S A STABILIZED MATERIAL, YOU KNOW, SOME CEMENT MIXED WITH SOME EARTH GET IN THERE AND COMPACTED IN PLACE. AND IN THIS ONE, ONE, FOUR TO ONE SLOPE, YOU KNOW, THAT'S SET AT THE HEAD WALL INTERSECTION, YOU KNOW, THEY REBUILT IT THREE TIMES NOW.

AND YOU KNOW, FOR WHATEVER REASON, THERE'S A CHUNK, YOU KNOW, THAT PROBABLY ABOUT TWO FEET THAT DOESN'T MATCH ANY OF THE GRADE.

IT JUST HITS A HIGH SPOT.

AND, YOU KNOW, CONTRACTOR NEVER WENT OUT THERE, YOU KNOW, HE GRADED EVERYTHING BUT THAT.

I DON'T KNOW IF HE GRADED EVERYTHING IN THE FILE AND THEN THEY PUT THE ACRYLICS ON IT AND SAY, WELL, CLOSE ENOUGH, WE GO OUT THERE AND SAY, WELL, CLOSE ENOUGH ISN'T QUITE CLOSE.

BUT THESE THOSE ARE MINOR THINGS.

ALL RIGHT, WRIGHT.

FOREIGN AID IS CONCRETE WORK, [INAUDIBLE] WOULD BE GETTING FEELING THAT THAT UNDERCUT AREA AND GETTING IT COMPACTED IN PLACE.

OK. SO, SO YOU HAVE CONCRETE THERE IN THE EARTH.

THEY SETTLE [INAUDIBLE] AND THEY JUST NEED TO GET BACK IN THERE AND GET SOME FILL IN THEIR COMPACTED, VEGETATED BY FOOT, SOME SOLID SOD IN SO IT CAN NOT BLOW.

SO IF I MEAN, ASSUMING FROM TODAY, I MEAN, HOW SOON CAN THIS WORK BE DONE.

EVERYTHING TAKES SIX MONTHS.

SO TO GIVE YOU SOME HISTORY OF KING'S CROSSING PHASE THREE, THIS PROJECT WAS STARTED RIGHT AS IN THE FALL BEFORE COVID.

SO WE STARTED EARTHWORK AND THEN MOVED INTO COVID.

AND AS COVID HAPPENED, YOU HAD VARIOUS CREWS THAT JUST DISAPPEARED.

PEOPLE LEFT, PEOPLE LEFT THE COUNTRY.

DEPENDING ON THE TYPE OF CONSTRUCTION WORK IT WAS.

SOME THINGS WENT VERY QUICKLY AND OTHER THINGS JUST FELL APART LATE 2019 AND THEN EARLY 2020. AS WE MOVE THROUGH COVID, FORTUNATELY, AS AS YOU KNOW, HOME BUILDING AND DEVELOPMENT WAS DEEMED AN ESSENTIAL ACTIVITY AND SO WAS ABLE TO CONTINUE.

BUT TRYING TO GET CREWS COORDINATED TO WORK THROUGH THIS PROJECT HAS BEEN EXTREMELY DIFFICULT. JOHN AGUIRRE HAVE BEEN VERY GRACIOUS WITH US TO WORK THROUGH THAT PROCESS, BUT THIS PROJECT HAS TRULY BEEN A PRODUCT OF THAT.

FOR EXAMPLE, WHITE STONE THREE WAS STARTED ABOUT NINE MONTHS TO A YEAR LATER AND MOVED EXTREMELY SMOOTHLY, AND WE REACHED COMPLETION ON THAT FOUR OR FIVE MONTHS AGO AND HAD NO PROBLEMS, BUT THIS WAS REALLY A PRODUCT OF HAVING CREWS IN AND OUT OF TOWN.

AND SO THERE HAVE BEEN A NUMBER OF ISSUES, ALL OF WHICH HAVE BEEN ADDRESSED.

I DID DRIVE THROUGH THE PROJECT BEFORE I CAME TO THE MEETING.

TODAY, ALMOST ALL OF THESE ITEMS HAVE BEEN ADDRESSED SINCE THIS LETTER WAS DELIVERED ON MARCH 3RD. SO THE JOINT BETWEEN LEWIS LANE AND DOVER HAS BEEN SEALED BY GLENN THURMAN.

THE SILT PILES LOCATED ON THE SOUTH SIDE OF MIDDLETON AT DOVER HAVE BEEN REMOVED AND SPREAD. THE SHOULDER ALONG THE NORTH SIDE OF DOVER, AT THE EAST OF MIDDLETON HAS BEEN FINE GRADED AND VEGETATION VEGETATION HAS BEEN ESTABLISHED.

EROSION CONTROL PROTECTION HAS BEEN ESTABLISHED.

THE CONCRETE RIP WRAP DOWNSTREAM OF S-6 IS A SECTION THAT WE HAVE LOOKED AT.

THE CONTRACTOR CAME BACK IN AND CHIPPED AWAY.

THE AREA WHERE THE REBAR HAD FLOATED UP AND HAS FLOATED OVER IT.

SOMETHING TO NOTE IS THAT THE UTILITY CONTRACTOR AND THE PAVING CONTRACTOR BOTH SUBMIT A MAINTENANCE BOND TO THE CITY THAT IS GOOD FOR TWO YEARS.

SO AT ANY POINT IN TIME, IN THE NEXT TWO YEARS, IF SOMETHING GOES AWRY, THE CITY IS UNHAPPY WITH SOMETHING THE CITY CAN COME OUT AND SAY, WE DON'T LIKE THIS PANEL.

IT LOOKS LIKE IT'S ABOUT TO CRACK, AND THE CONTRACTOR HAS TO COME BACK AND FIX IT, OR THE CITY CAN RELY ON THAT BOND.

SO BY APPROVING SOMETHING DOESN'T MEAN THAT IT'S DONE AND OVER WITH BECAUSE THE CITY ACTUALLY ACCEPTS A BOND FROM THE CONTRACTOR THAT GUARANTEES THAT WORK FOR A PERIOD OF TIME. AND SO IF THE CITY IS NOT HAPPY WITH THE PATCH JOB THAT'S BEEN DONE THERE, BY ALL MEANS, THE CONTRACTOR WILL COME BACK AND TEAR IT OUT.

ALL THE CITY HAS TO DO IS INFORM US THAT THAT'S WHAT THEY WANT, BUT IT'S NOT SOMETHING THAT'S IN AN AREA THAT WILL AFFECT HOMEBUILDING ACTIVITIES.

IT'S IN A CORNER.

IT'S A WAY FROM ANOTHER AREA, AND IT IS NOT IN THE DIRECT FLOW OF WATER.

IT'S UP ABOVE THE CULVERT PIPES AND REALLY HOLDING BACK AN EMBANKMENT.

WHEN THE PROJECT WAS STARTED, THAT WAS ACTUALLY CALLED OUT AS ROCK RIP WRAP, AND IT WAS GOING TO BE ROCK THAT WAS GOING TO HOLD BACK THE EMBANKMENT.

BUT AT THE REQUEST OF THE CITY, WE REMOVED ALL ROCK RIP WRAP BECAUSE IT BECOMES A MAINTENANCE NIGHTMARE FOR HOMEOWNERS AND FOR THE CITY.

AND WE WENT BACK WITH CONCRETE.

SO THIS IS NOT THE FIRST TIME THAT WE HAVE WORKED ON THIS AREA AND ARE CONTINUED.

WE ARE COMMITTED TO CONTINUE TO DO SO.

THE CHANNEL ALONG CANTERBURY HAS BEEN DEGRADED.

MR. BROOKS IS HERE AND DARREN FROM GRAND HOMES.

THEY WERE KIND ENOUGH TO FIND A GREAT GUY TO GO OUT THERE AND HELP US WITH THAT TODAY.

THAT'S BEEN DONE AS OF THIS MORNING.

THE INTERSECTION AT SUDBURY AND CANTERBURY HAS BEEN RESOLVED.

THE RIP WRAP HAS BEEN CLEANED OUT AND HONESTLY, THAT'S GOING TO BE AN ONGOING ISSUE UNTIL THERE IS SOD ON EVERY SQUARE INCH OF EVERY LOT OUT THERE.

AND THAT'S THE REASON THAT WE, THE DEVELOPER AND THEN THE HOMEBUILDERS HAVE A STORM WATER

PREVENTION PROTECTION PLAN THAT IS ONGOING.

AND AFTER EVERY RAIN EVENT, IT REQUIRES BOTH THE DEVELOPER OR THE HOME BUILDER, THE OWNER OF THE LOT TO GO CLEAN THAT UP.

THEY CLEAN UP THE SILT FENCE, THEY CLEAN UP ANY [INAUDIBLE].

THEY CLEAN OFF THE LOTS.

THAT'S NOT SOMETHING THAT IS ENDS WHEN A COUNCIL OR A P&Z APPROVES SOMETHING THAT'S AN OBLIGATION THAT'S ONGOING UNTIL PERMANENT VEGETATION IS ESTABLISHED.

THE 90 DEGREE TURN, THE RIP WRAP ON THE NORTH SIDE OF THE BANK HAS BEEN PROTECTED AT THIS POINT. SO THERE'S A METHOD THAT HAS BEEN ACCEPTABLE TO THE CITY THAT GARY AND I HAVE TALKED ABOUT WAS UTILIZED IN.

WHITESTONE WAS ACTUALLY UTILIZED AT THE WHITESTONE PARK, WHERE WATER COMES IN AT A FASTER RATE THAN IT DOES IN THIS LOCATION, AND THE VELOCITY THERE IS LOWER THAN IN THE OTHER LOCATION. AND WHAT'S DONE IS THEY PUT DOWN A NETTING ON TOP OF THE CONCRETE TO STABILIZE THE DIRT THEY COMPACT IT.

ON TOP OF THE JUTE NETTING, THEY PUT DOWN SOD AND THEN THEY PUT DOWN ANOTHER LAYER OF JUTE NETTING ON TOP OF IT.

AND WHAT THAT DOES IS IT STAPLES THE SOD IN PLACE.

SO IN A RAIN EVENT, THE DOESN'T WASH OUT AND BECOME LOOSE? IF YOU'VE DRIVEN DOWN LEWIS LANE, YOU'VE SEEN DURING THE LAST ICE STORM, SOMEBODY SWERVED OFF THE ROAD AND WENT INTO THE SOD AND THAT KIND OF MOVES ALL OVER THE PLACE BECAUSE IT'S NOT STAPLED DOWN.

AND SO WHAT THEY'VE DONE IS THEY'VE SECURED THAT AREA TO PREVENT THAT FROM HAPPENING AND AGAIN, IT'S VEGETATION.

SO THAT'S PART OF THIS ONGOING PROCESS THAT'S THAT'S MONITORED AFTER ANY RAIN EVENT.

AND THEN THE PILOT CHANNEL HAS BEEN COMPACTED AND REPAIRED BY THE EROSION CONTROL CONTRACTOR. AND THEN AT THE INTERSECTION OF DOVER AND MIDDLETON, THAT AREA HAS ALSO BEEN DEGRADED, SO EVERYTHING OUT THERE IS FOUR TO ONE.
