IT IS TUESDAY, JUNE 15, 2021, AT SIX P.M.

THIS COMMUNITY MEETING IS TO DISCUSS THE CITY OF PARKER MUNICIPAL COMPLEX INFORMATION.

AND IN JUST A SECOND, I'M GOING TO TURN THE MEETING OVER TO LUKE, WHO IS GOING TO GO THROUGH A SERIES OF SLIDES AND INFORMATION ON IT.

THE ONLY THING I WILL ASK IS IF YOU HAVE A QUESTION, UNLESS IT IS FOR CLARIFICATION OF A SLIDE, PLEASE HOLD YOUR QUESTIONS UNTIL NEXT WEEK, BECAUSE THE MEETING NEXT WEEK IS ONLY FOR QUESTIONS, COMMENTS AND THAT SORT OF THING.

SO AT THIS POINT IN TIME, I'LL TURN IT OVER TO OUR CITY ADMINISTRATOR, LUKE OLSON.

GREATLY APPRECIATE THAT.

THIS IS JUST GOING TO BE SOME BRIEF INFORMATION COUNCIL TOLD ME TO CONDENSE EVERYTHING INTO ABOUT TEN SLIDES.

I THINK I GOT ABOUT 13, 14 SLIDES HERE.

THIS IS JUST CONCERNING THE MUNICIPAL COMPLEX INFORMATION.

CITY OF PARKER IS COMMITTED TO WORK WITH THE RESIDENTS IN DETERMINING THE BEST SOLUTION TO DEVELOP A COMPREHENSIVE PLAN FOR THE NEW MUNICIPAL COMPLEX.

AND DETERMINING THIS, EVERYTHING WILL BE ON THE TABLE FOR DISCUSSION.

THE CITY OF PARKER CITY COUNCIL DESIRES FEEDBACK ON HOW TO MOVE FORWARD.

WE'RE GOING TO BE GREATLY APPRECIATIVE OF YOUR INPUT AND IT'S GOING TO BE VERY WELCOMED IN MOVING FORWARD THROUGH THIS PROCESS.

FIRST OF ALL, THE DEMOGRAPHICS, THE CURRENT POPULATION FOR THE CITY OF PARKER, IS FIVE THOUSAND TWO HUNDRED EIGHTY, AND THAT'S ACCORDING TO NORTH CENTRAL TEXAS COG ON THEIR MOST RECENT NUMBERS THAT WE GOT ABOUT A MONTH AND A HALF TWO MONTHS AGO.

WHEN YOU LOOK AT IT ON AVERAGE, PARKER GROWS ANNUALLY BY THREE PERCENT.

THERE'S SOME OUTLIER YEARS THERE.

WE'VE HAD SOME EIGHT. WE'VE HAD SOME NEGATIVE OR NOT NEGATIVE, NO GROWTH.

SO IT KIND OF WASHES OUT TO ABOUT AN ANNUAL GROWTH RATE OF ABOUT THREE PERCENT.

THE CITY IS CURRENTLY ESTIMATING A POPULATION BUILD OUT BETWEEN THE 2036 AND 2041 YEAR.

WHEN YOU EXTRAPOLATE THAT FIVE THOUSAND TWO EIGHTY AND TAKE IT OUT BY THE THREE PERCENT ANNUALLY, YOU'RE LOOKING AT THAT 2036, 2041.

AND THAT'S BASED ON LIKELY BUILD OUT THAT WE BELIEVE WILL HAPPEN AND LEAVING A COUPLE OF THE LEGACY LARGER ACRE TRACKS IN PLACE.

THOSE ARE SOME THINGS THAT ARE KIND OF UP IN THE AIR.

WE JUST DON'T KNOW WHAT THOSE OWNERS, THEIR HEIRS OR WHAT THEY'LL DO WITH THOSE PROPERTIES. SO WE'RE KEEPING SOME OF THOSE INTACT.

SO ROUGHLY ABOUT EIGHT THOUSAND TWO TWENTY SIX IS WHAT WE THINK THE POPULATION BUILD OUT WILL BE. THERE'S BEEN MULTIPLE BUILDING ASSESSMENTS DONE.

I'M GOING TO RUN THROUGH THE FIRST THREE AND THEN GIVE YOU A BREAKDOWN ON THEM.

THE MOST RECENT ONE WE DID WAS THE 2021 BUILDING ASSESSMENT.

WITHIN THAT, THE POLICE DEPARTMENT HAD SIX THOUSAND TWO HUNDRED SEVENTY NINE SQUARE FEET DONE THEY WERE LOOKING AT TO BUILD.

CITY ADMINISTRATION SIX THOUSAND TWO HUNDRED FORTY EIGHT SQUARE FEET AND PUBLIC FUNCTIONS AND SUPPORT THAT WOULD BE LIKE CITY COUNCIL CHAMBERS, THE MDF ROOM, THE SERVER ROOMS, STUFF LIKE THAT, BATHROOMS FOR THE GENERAL PUBLIC, THAT ROUGHLY EQUAL OUT TO ABOUT EIGHT THOUSAND FOUR HUNDRED FORTY SQUARE FEET.

AND THEN THE CITY HALL ANNEX, WHICH WAS DETACHED, WOULD BE THREE THOUSAND ONE HUNDRED NINETY SEVEN SQUARE FEET.

SO AS YOU CAN SEE, IT WAS A TWENTY THOUSAND NINE HUNDRED SEVENTY SQUARE FOOT TOTAL AND PROPOSED CITY HALL.

AND THEN THE ANNEX WOULD BE THREE THOUSAND ONE HUNDRED NINETY SEVEN SQUARE FEET.

AND GOING THROUGH THE 2005 BUILDING ASSESSMENT, WHICH WAS ONE OF THE FIRST ONES THAT WAS DONE. AND THAT'S HOW THE FIRE DEPARTMENT WAS BUILT, BASED OFF THAT ASSESSMENT, THE POLICE, AT A SIX THOUSAND POPULATION, THEY DID IT BY POPULATION SIZE.

AT SIX THOUSAND POPULATION.

THEY FIGURED THIS POLICE DEPARTMENT, THIRTEEN THOUSAND FOUR HUNDRED TWELVE SQUARE FEET, CITY HALL NEEDED FOURTEEN THOUSAND NINE HUNDRED NINETY EIGHT TOTAL SQUARE FEET.

IT WASN'T REALLY BROKEN OUT WITH WHAT WAS PUBLIC FUNCTION LIKE COUNCIL CHAMBERS, ANYTHING DOWN THAT LINE. BUT THAT GAVE A TOTAL SQUARE FOOTAGE OF TWENTY EIGHT THOUSAND FOUR HUNDRED TEN SQUARE FEET AND THEN THE TWENTY EIGHTEEN, WHICH WAS DONE BY RANDALL SCOTT AND ASSOCIATES, THE POLICE DEPARTMENT HAD ELEVEN THOUSAND FIVE HUNDRED NINETY SQUARE FEET IN IT. CITY ADMINISTRATION, EIGHT THOUSAND TWO HUNDRED SIXTEEN SQUARE FEET AND THE PUBLIC FUNCTIONS AND SUPPORT FIVE THOUSAND THREE HUNDRED SEVENTY EIGHT SQUARE FEET.

AND I WANT TO MAKE A QUICK CAVEAT.

IT WAS KIND OF HARD WITHIN THAT ASSESSMENT TO DETERMINE WHAT WAS PUBLIC FUNCTION AND SUPPORT. SO WE HAD TO GO THROUGH THERE AND I MIGHT HAVE MISSED SOME THINGS WHICH WOULD

THROW THOSE NUMBERS OFF, BUT THE DIAGRAMS AND SPREADSHEETS WERE NOT MATCHING UP.

SO I JUST WANT TO MAKE THAT CLARIFICATION.

AND THEN THE COMMUNITY ROOM, WHICH WAS ATTACHED TO THE BACK SIDE OF THE BUILDING WAS TWO THOUSAND TWO HUNDRED NINETY SIX SQUARE FEET, AS YOU CAN SEE HERE.

HERE'S JUST A QUICK BREAK DOWN ON THE RIGHT HAND COLUMN OF THE 2021, 2018, 2005 ASSESSMENT. SO IT'S JUST A QUICK LITTLE REFERENCE GUIDE THERE.

CURRENT FACILITIES WE HAVE, THE POLICE DEPARTMENT IS TWO THOUSAND SIX HUNDRED EIGHTY EIGHT SQUARE FEET, WHICH IS CONSISTING OF A MODULAR BUILDING.

CITY HALL HAS A TOTAL SQUARE FOOTAGE OF FOUR THOUSAND FIVE HUNDRED AND ROUGHLY ABOUT EIGHT HUNDRED SQUARE FEET OF THAT IS THE COUNCIL CHAMBERS RIGHT NOW.

SO THAT'S WHAT WE ROUGHLY FIGURED OUT FOR WITHOUT GETTING ABACUSES OUT AND ANGLE DETERMINATOR.

ISSUES WITH THE CURRENT FACILITY.

YOU CAN HEAR THROUGH EVERY WALL IN HERE, IT'S NOT PROPERLY WIRED.

I THINK GRANT'S OFFICE SWITCH, AND CATHY'S TURNS OFF MULTIPLE OFFICES AND COMPUTER ROOMS. THE SERVER ROOM IS ACTUALLY SUPPORTED BY A WINDOW AC THAT'S UP IN THE ATTIC.

AND I'VE GOT A PICTURE OF THAT AND IT VENTS OUT INTO THE ATTIC IN THAT ROOM ROUGHLY RUNS ABOUT 85 TO 90 DEGREES.

ACTUALLY, BEFORE THIS MEETING, WE HAD TO OPEN UP THE DOOR TO THE ROOM BECAUSE IT WAS JUST SO HOT. THE SERVERS WERE WHINING PRETTY LOUD.

OFFICES ARE NOT PROPERLY LAID OUT, INEFFICIENT.

THERE'S LIMITED STORAGE, POLICE FACILITY'S NOT ADEQUATE JUST BECAUSE IT'S A TEMPORARY BUILDING THAT WAS FOR A TEMPORARY SOLUTION.

MANY DOORS DO NOT SHOW UP PROPERLY.

IF YOU HAVE MEETINGS HERE, YOU'LL SEE STAFF MEMBERS KICK DOORS JUST TO GET THEM TO SHUT OR THEY JUST KEEP OPENING UP AND THE AC/HEATING UNITS BASICALLY RUN 24/7.

THEY DON'T EVER TURN OFF HERE.

AND ONE THING ON THE ADMINISTRATION SIDE, AT SEVENTY DEGREES, IT'S BURNING UP.

YOU TURN IT DOWN TO SIXTY NINE DEGREES, EVERYONE'S ICE COLD.

SO WE CAN'T EVER GET ANYTHING TO WORK PROPERLY ON THAT SIDE FOR JUST NORMAL USAGE IN THAT AREA. HERE'S OUR CURRENT FACILITY CONCERNS.

THIS IS THE STORAGE AREA.

MANY OF THESE THINGS HERE, PERMANENT RECORDS.

WE DO ACTUALLY HAVE ANOTHER STORAGE AREA OUT IN THE PUBLIC WORKS AREA.

WE TRY TO KEEP EVERYTHING WE NEED ON HAND WITHIN THIS AREA HERE.

SO WE'RE NOT GOING BETWEEN BUILDINGS.

IT'S VERY LIMITED, I'D SAY.

GRANT, WHAT WOULD YOU SAY? IT'S ABOUT A TEN BY EIGHT AREA, A LITTLE BIT BIGGER THAN THAT.

SO MAYBE ABOUT ONE HUNDRED SQUARE FEET.

IT APPEARS THAT THE SERVER ROOM WAS AN OLD BATHROOM HERE AT CITY HALL BASED ON DRAINS AND VENTILATION AND EVERYTHING IN THERE.

IT'S NOT BIG AT ALL.

AND WE CAN BASICALLY HOLD ONE RACK IN THERE AND WE CAN'T STORE ANYTHING ELSE IN THERE.

WE'VE HAD A LOT OF PIPES BURSTING LATELY.

SO WE'VE BASICALLY JUST LEFT SOME OF THE CUTS OPEN BECAUSE IT SEEMS LIKE WHENEVER WE PATCH IT, ANOTHER PIPE IN THAT AREA BURSTS.

THERE'S NO ACCESS TO WATER HEATERS.

SINCE I'VE BEEN HERE, WE'VE HAD TWO WATER HEATERS EXPLODE OVER THE WEEKEND.

WE COME IN ON MONDAY ,NEXT THING YOU KNOW, WE'RE HAVING TO LET THINGS DRY, SHUT OFF THE WATER, LET THINGS DRY OUT SO PUBLIC WORKS CAN GET IN THERE AND GET ACCESS WITHIN THOSE AREAS, WHICH USUALLY REQUIRES TAKING DOWN THE WHOLE CEILING.

AND THEN WE GO BACK IN THERE AND REPAIR IT AND THEN WE TRY TO MAKE AN ACCESS POINT.

IT'S JUST VERY LIMITED SPACE THAT WE HAVE IN THERE.

AS YOU CAN SEE HERE, THE AC FOR THE SERVER ROOM, THIS IS ACTUALLY THE OUTDOOR AC UNIT THAT'S BEING PIPE DOWN INTO THE SERVER ROOM OUT HERE.

IT VENTS OUT INTO THE ATTIC, WHICH IS KIND OF A SAFETY CONCERN FOR US.

IT HAS LIKE A DUCT WORK THAT COMES OFF HERE AND GETS PIPE DOWN INTO THAT ROOM.

IT JUST DOESN'T PROPERLY COOL THAT AREA.

CURRENTLY, THERE'S A SECTION OF CITY HALL, THE ORIGINAL CITY HALL THAT HAS A FLAT GRAVEL ROOF THERE. THEY'VE APPEARED TO HAVE MODIFIED IT AND ADD AN ADDITIONAL ROOF ON TOP OF IT.

THAT DOES HAVE SOME CONCERNS FOR US AS FAR AS WEIGHT ON THE SLAB.

CRACKING BRICK, THIS IS OUT BY THE BACK EMPLOYEE ENTRANCE.

OVER THE LAST COUPLE YEARS OR LONGER, I KNOW THE LAST COUPLE YEARS WE'VE HAD TO START KICKING THE DOOR SHUT BECAUSE IT JUST WON'T SHUT PROPERLY ANYMORE AND IT'S JUST GONE UP THROUGH THERE. THEN WE ALSO HAVE CRACKING BRICK ALONG THE SLAB LINE.

SO THOSE ARE SOME OF THE ISSUES WE HAVE.

I'M GOING TO GO TO THE FLOOD PLAIN ALSO.

I KNOW THAT WAS KIND OF A WHY DID WE CHOOSE THE LOCATION WE DID? AS YOU CAN SEE HERE, THE YELLOW IS THE 100 YEAR FLOOD PLAIN.

WE REALLY SHOULDN'T BE BUILDING IN THAT 100 YEAR FLOOD PLAIN.

AND THEN THE BLUE DASH LINE HERE, THAT IS THE TWO FOOT ELEVATED ABOVE THE 100 YEAR FLOOD PLAIN. SO ANYTHING WITHIN BETWEEN THE BLUE LINE AND THE YELLOW HAS TO BE TWO FEET ABOVE THAT FLOOD PLAIN. SO, YOU CAN FLOOD PARKING LOTS, BUT YOU CAN'T FLOOD BUILDINGS.

SO THAT'S WHY WE CHOSE THE LOCATION OF THAT BUILDING.

THERE'S VERY LITTLE SPACE THAT WE HAVE, EVEN THOUGH IT LOOKS LIKE WE HAVE A LOT OF SPACE, THERE'S JUST VERY LIMITED SPACE WE CAN ACTUALLY BUILD ON WITHIN THE PROPERTY OF THIS AREA. AND ONE OF THE THINGS THAT WE TRY TO DO IS IF WE PUT IT WITHIN THAT 10 FOOT ELEVATION, THAT WOULD INCREASE COSTS.

SO, OUR THOUGHT PROCESS WAS IS TO MINIMIZE THE COST RISKS ASSOCIATED WITH THAT AND FIND THE BEST PLACE THAT WE WOULDN'T HAVE TO SPEND UPWARDS OF FIVE HUNDRED THOUSAND, MAYBE MORE OR MORE THAN THAT.

WE JUST WEREN'T SURE WITHOUT GETTING SOIL SAMPLES AND EVERYTHING ELSE WITHIN THAT AREA WHAT WE'D HAVE TO DO AND FURTHER ENGINEERING.

THIS SLIDE JUST BASICALLY GOES OVER WHAT I JUST DESCRIBED THERE.

STAFFING, THE CURRENT FACILITY STAFFING HAS 10 EMPLOYEES IN CITY HALL.

ALL 10 OF THOSE EMPLOYEES WILL STAY WITHIN THE CURRENT CITY HALL.

THE POLICE DEPARTMENT HAS 12 EMPLOYEES, WHICH IS 11 SWORN OFFICERS AND ONE STAFF MEMBER.

ESTIMATED ADDITIONS TO STAFFING OVER THE NEXT 15 YEARS BASED ON CURRENT COMMUNITY EXPECTATIONS OF SERVICE WILL BE THREE EMPLOYEES IN CITY HALL AND SEVEN EMPLOYEES AND THE POLICE DEPARTMENT. HERE IS A SLIDE OF THE OVERALL MANDATES THAT WE HAVE, WHICH CONSIDERS THE LACTATION ROOM THE TEXAS ACCESSIBILITY STANDARDS, ADA STANDARDS AND RECORDS RETENTION THAT WE HAVE TO MAINTAIN.

SO THOSE ARE SOME OF THE OVERALL MANDATES.

AND THEN HERE'S THE POLICE RECOMMENDATIONS FROM TEXAS POLICE--COULD YOU GO BACK TO THAT SLIDE? YES, SIR.

ADULTS, THAT'S WHY YOU HAVE TO HAVE TWO INTERVIEW ROOMS. YOU HAVE TO HAVE JUVENILE RECORDS, SEPARATION OF JUVENILE RECORDS AND OTHER RECORDS.

THERE'S A LOT OF DIFFERENT THINGS.

ONE THING WITHIN THE EVIDENCE ROOM, SEXUAL ASSAULT KITS.

WE ARE REQUIRED UNDER LAW TO KEEP THOSE KITS FOR 40 YEARS.

EVEN AFTER THE CASE HAS BEEN TRIED, EVERYTHING IS DONE, CONVICTION, WE STILL HAVE TO KEEP THOSE FOR 40 YEARS.

SO THAT MEANS WE HAVE TO KEEP THEM IN A COOLED REFRIGERATOR FOR THAT MANY YEARS OR UNTIL DESTRUCTION ORDERS ISSUED BY THE COURT SYSTEM.

CORRECT, CHIEF. AND AS YOU CAN SEE, THERE'S MANY OTHER THINGS HERE.

ANOTHER ONE IS THE COURTROOM SECURITY; I THREW THAT UNDERNEATH POLICE, JUST BECAUSE THERE ARE CERTAIN THINGS WE HAVE TO HAVE WITHIN THE COURTROOM, SECURITY.

AND ONE THING I WILL GET TOWARDS THE END OF THE SLIDE AND YOU CAN LOOK AT ALL THIS AT HOME AND OTHER PLACES, THERE'LL BE SOMETHING COMING UP ON THE WEBSITE TOMORROW.

NO WAY TO OFFSET THAT COST.
